JOB SUMMARY

The CADRE Supervisor reports directly to the Program Director and provides handson leadership for staff supporting CaliforniansForAll (CADRE) participants between two grants within our Youth WIOA employment program. This position oversees daily CADRE operations, supervises program staff, and ensures highquality implementation of both fieldbased and classroombased program components. The CADRE Supervisor regularly travels to CADRE sites to observe program delivery, support staff and participants in the field, and maintain strong relationships with host sites and partners. In addition, the role provides direct support for cohortbased learning, classroom instruction, and professional development activities to ensure youth participants receive a cohesive, engaging, and compliant program experience aligned with workforce and civic engagement outcomes.

This is a temporary position funded through a specific funding source that is scheduled to conclude in December 2026. Continuation of the position beyond this date is contingent upon renewal of the current funding and/or the securing of additional funding. If funding is renewed or expanded, there is an intent to transition this role to a regular full time position aligned with the applicable funding cycle.

ESSENTIAL JOB RESPONSIBILITIES



  1. Supervise, train, and support CADRE program staff responsible for coordinating and delivering participant services.
  2. Assign workloads, monitor performance, and provide regular coaching, feedback, and evaluations.
  3. Ensure staff follow WIOA, CaliforniansForAll (CFA), Monterey County Workforce Development Board and TPOCC organizational policies and procedures.
  4. Oversee daily operations of CADRE activities, ensuring consistent and effective delivery across sites.
  5. Ensure program activities support civic engagement, career readiness, and workbased learning outcomes.
  6. Manage and monitor data associated with participant outcomes, attendance, and completion of required CADRE program components.
  7. Identify and resolve operational challenges impacting staff, participants, or partners.
  8. Support staff in creating inclusive, supportive, and traumainformed environments for youth participants.
  9. Provide guidance on addressing participant barriers, concerns, and performance issues.
  10. Assist with conflict resolution involving participants, staff, or worksites as needed.
  11. Ensure youth receive meaningful work experience aligned with their career and educational goals.
  12. Ensure accurate and timely documentation of participant activities, hours, and outcomes in required data systems.
  13. Monitor compliance with WIOA eligibility, labor standards, and CaliforniansForAll requirements.
  14. Collaborate with program director to prepare reports, audits, and monitoring reviews.
  15. Serve as a liaison between the WIOA program, CaliforniansForAll partners, host sites, TPOCC and Monterey County Workforce Development Board.
  16. Support coordination with colleges, community partners, and worksites hosting CADRE participants.
  17. Provide recommendations to improve program operations, staff capacity, and participant experience.
  18. Assist with onboarding and training of new staff as CADRE programming expands.
  19. Assist program director with exploration and implementation of new and novel CADRE experiences and revamping of existing experiences in order to better serve emerging needs of local youth participants.
  20. Support in accurately tracking program expenditures within each program's allocated budgets.
  21. Be available to facilitate CADRE programming in the absence of staff and/or for staff coverage of PTO and/or emergencies.
  22. Provide support /coverage for Program Director in meetings with the Workforce Development Board and/or other collaborative partners as needed.
  23. Will think and act quickly and efficiently in emergencies.
  24. Will drive on Agency business.
  25. Physical presence at the program is required.
  26. Ensure direct report staff follow the agency's timecard, PTO (Paid Time Off), and California's rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately.
  27. Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage. Any calls not covered by the stipend are to be made on a company landline phone.


ESSENTIAL JOB REQUIREMENTS



  1. Bachelor's degree in social work, counseling or related field or 4 years of work experience in a similar setting or associate's degree and 2 years of work experience in related field.
  2. Ability to work with at-risk and diverse populations.
  3. Ability to work independently and with limited supervision.
  4. Must have mature judgment and sound assessment skills.
  5. Ability to handle sensitive issues with confidentiality, integrity and tact.
  6. Capability of working effectively as part of a multi-disciplinary team.
  7. Ability to supervise and direct staff in delivery of program services.
  8. Must be able to use personal vehicle for Agency business.
  9. Must have good communication skills.
  10. Must have positive public relations.
  11. Advanced computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.
  12. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  13. Ability to pass a pre-employment criminal background check.
  14. Ability to pass a pre-employment drug screen and TB test.
