This position is located in Los Alamos, New Mexico.

Position Summary:

N3B is seeking a professional, enthusiastic and energetic individual to fill the position of Procurement Specialist

The N3B Procurement Specialist will prepare, review, negotiate, and administer contracts and purchase orders.

This position reports to the Director, Acquisition.

Essential Duties/Responsibilities (may include, but are not limited to):

Plans, solicits, awards and administers different types of contracts in accordance with established policies and procedures; interprets specifications and statements of work; analyzes proposals where price and/or technical evaluations are involved and makes decisions involving multiple objectives; researches and interprets regulations and contract requirements.

  • Analyzes requisitions to verify completeness and accuracy and to determine the type of materials, supplies or equipment required; confers with the requesting department to ensure that information is correct, that order parameters are understood and to provide information regarding products and suppliers.
  • Obtains verbal or written price quotations or prepares formal specifications (Scope of Work) and bid packages (RFP, RFQ, RFI) as required; prepares information for the formal bid processes; analyzes bids and proposals, recommends award, and prepares necessary documentation.
  • Places orders and negotiates with suppliers as required if changes in purchase terms are required; expedites purchase orders, determining the reason for delivery or other problems and following up as necessary, works with using departments to reconcile invoices and to solve delivery, quality and other problems that arise.
  • Evaluates vendor proposals to ensure that all requirements are met.
  • Confirms that terms and delivery dates are accurate.
  • Evaluates competence of vendors and reviews their invoices for accuracy.
  • Acts as liaison with other departments, vendors, and regulatory agencies, as required.
  • Monitors developments in the procurement field and recommends improvements to policies and procedures.
  • Performs related duties as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • May contribute to the development of new concepts, techniques, and standards. Considered expert in field within the organization.
  • Develops solutions to complex problems which require the regular use of ingenuity and innovation.
  • Direct and relevant experience with highly complex technical subcontracts, with particular emphasis in environmental areas such as: Environmental Remediation Aggregate Areas, Material Disposition Areas, and Water Program Oversight.
  • Demonstrated Environmental Remediation subcontract management experience, to include firm fixed price awards and Master Service type agreements.
  • Demonstrated experience overseeing highly technical evaluations and review of technical Environmental type proposals.
  • Direct and relevant experience in the preparation and execution of technical Request for Proposals (RFP's) with strong emphasis in Environmental Remediation (ER) Areas. Direct familiarity with ER specified project documents and processes.
  • Ensures solutions are consistent with organization objectives.
  • Applicable federal, state and local laws and regulations
  • Reading and interpreting procurement requests.
  • Preparing clear, accurate, and concise reports, specifications, requests for approval, correspondence and other written materials.
  • Translating user requirements into appropriate specifications.
  • Proficient in Microsoft Office Suite or similar software. (Familiarity with Deltek Costpoint helpful).
  • Timely in following up on contracts and checking on backordered items.
  • Excellent written and verbal communication skills.
  • Strong organizational, time management, attention to detail and analytical skills.
  • Organizing work, setting priorities and making sound independent decisions.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Ability to work independently, as well as in a team environment.
  • Demonstrated knowledge of computerized purchasing operations, legal and ethical aspects of procurement, selection and evaluation of suppliers, cost/price analysis theories and techniques, negotiation strategies and techniques, and the award and administration of various types of contracts.
  • Excellent time management and problem solving skills, with the ability to exercise independent judgment.

Education and Experience Required:

Bachelor's degree combined with 9 years' of related experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Business Associations:

Frequent internal company and external contacts. May act as an advisor to senior management and customers.

Impact:

Most assignments are complex and performed independently without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment. Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources as well as problems with customer satisfaction..

Working Conditions and Physical Requirements:

Primarily performed in an office environment which is primarily quiet, may perform work out of doors.

Constant sitting for long periods of time while operating a keyboard; occasional walking, bending, stooping, kneeling, reaching, pushing and pulling. Occasional lifting and carrying of 25 pounds or less. Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close up work. Constant holding, typing, repetitive motion and writing; occasional grasping, pushing, pulling, and reaching. Constant hearing and talking of normal speech in person and on the telephone; ability to detect specific noises and proper equipment operation.

While working to achieve N3B LLCC objectives, the N3B Procurement Specialist will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
