Allegheny Science & Technology (AST) is seeking a Senior Strategic Program Analyst to provide strategic, technical, and programmatic support to strengthen the reliability, resilience, and security of the U.S. electric power system through research, development, demonstration, and deployment (RDD&D). The contractor will act as an independent, objective, and technically rigorous resource for AST's federal customer supporting the successful execution of the vital initiatives required by the Energy Act of 2020 (42 U.S. Code * 17232(b)).

Duties & Responsibilities:



  • Coordinate and support cross-organizational meetings, workshops, technical exchanges, and stakeholder engagements, including developing agendas, facilitating discussions, documenting decisions, and tracking action items.
  • Maintain and update program rosters, stakeholder contact databases, event calendars, and shared communication channels to ensure effective collaboration across participating organizations.
  • Collect, validate, organize, and maintain programmatic data related to energy storage activities, including funding information, technology readiness levels (TRLs), project timelines, and participating organizations.
  • Develop analytical products and decision-support materials, including dashboards, data visualizations, briefing materials, summary reports, heat maps, and program performance metrics to inform leadership decision-making.
  • Support DOE data calls and reporting requirements by gathering information from multiple stakeholders, consolidating inputs, ensuring data quality, and preparing standardized deliverables for internal and external reporting purposes.
  • Identify opportunities to improve program coordination, information sharing, and stakeholder engagement processes through the implementation of continuous improvement practices and feedback mechanisms.
  • Monitor and safeguard sensitive information in accordance with applicable Controlled Unclassified Information (CUI) requirements and DOE knowledge management policies.
  • Support the planning and execution of in-person and virtual events, including logistical coordination, participant communications, speaker support, and documentation of outcomes.
  • Conduct environmental scanning activities to identify relevant conferences, workshops, interagency collaborations, and engagement opportunities that align with program objectives.


Required Qualifications:



  • Bachelor's Degree and 15 years of direct experience supporting the Department of Energy in a similar capacity.
  • Familiarity with research, development, demonstration, and deployment (RDD&D) programs and an understanding of technology readiness levels (TRLs) is preferred.
  • Knowledge of DOE organizational structures, National Laboratory environments, and federal information management practices is desirable.
  • Understanding of Controlled Unclassified Information (CUI) requirements and information management best practices.
  • Ability to work effectively with multidisciplinary teams composed of Federal staff, National Laboratory personnel, and external stakeholders.
  • Ability to support hybrid work environments and occasional travel requirements for meetings, workshops, and stakeholder engagements.).


Other Qualifications:



  • U.S. Citizenship is required.
  • Must be able to obtain clearance.


Multiple factors contribute to determining the final pay for a position. These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $173,930 - $196,154.
