The Maryland Transit Administration (MTA) is seeking an experienced Manager, Asset Inventory & Lifecycle Management. This is a key leadership role within the Office of Program Management Oversight, responsible for the oversight, tracking and coordination of all MTA modal assets, including State of Good Repair condition assessments. This position also monitors and coordinates with agency stakeholders during each phase of the asset lifecycle - from planning to acquisition to maintenance and operation to disposal and replacement - requiring exceptional organization, attention to detail and technical expertise.

The Manager Asset Inventory & Lifecycle Management will ensure that MTA assets are accurately inventoried, properly utilized, efficiently maintained, and strategically managed to support operational reliability and cost-effectiveness. This role is instrumental in developing tools, reports, and strategies that drive data-informed decision-making across the agency.

Key Responsibilities
* Oversee the full lifecycle management of MTA assets across all modes, ensuring accurate inventory, tracking, utilization, and condition assessment.
* Manage, monitor, and report on asset performance to support operational efficiency and cost management.
* Lead the development and implementation of asset management strategies, tools, dashboards, and reports that support data-driven decision-making.
* Ensure alignment of asset-related activities with the MTA 5-Year Program Schedule, coordinate with the statewide 6-Year Consolidated Transportation Program, and provide inputs to longer-term Program Development
* Support the advancement of complex, multimillion-dollar capital infrastructure and equipment projects, including:
- Civil and structural/track work
- Mechanical and electrical systems
- ADA and architectural upgrades
- Environmental projects
- Transit-Oriented Development (TOD) initiatives
- Special capital projects across engineering, construction management, and system operations
* Collaborate with Facilities Engineering, Track & Structural Preservation, Systems & Engineering, and Construction Management divisions across Bus, Metro, and Light Rail.
* Ensure that all asset management activities align with MTA's strategic plan and support a state of good repair for all modal assets.


Qualifications

Education: Possession of a bachelor's degree from an accredited college or university in Transportation Studies, Engineering, Planning, or a closely related field.

Experience: Six years of experience in administrative or professional work. One year of thisexperience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.


The Ideal Candidate wil have:

  • Significant expertise in data collection, data management and data analysis
  • Experience with large, complex transit and rail systems and operations or similar
  • Exposure and familiarity with typical transportation project management, engineering & construction and/or maintenance practices
  • Desire and ability to build and implement robust, functional systems, processes and procedures to support agency goals

NOTES

  1. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Licenses & Certifications

  • Candidates appointed to positions in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
