THE POSITION

PHC4's Public Affairs Department is seeking a motivated and detail-oriented Administrative Officer 1 to serve as the operational and communications backbone of the agency. This position manages day-to-day administrative, communications, records, and governance functions that keep PHC4 organized, compliant, and connected to the public. Working with considerable independence, the Administrative Officer supports agency leadership by handling essential tasks such as reception, written communications, publication distribution, meeting coordination, open records processing, and records management. DESCRIPTION OF WORK

This position manages a broad range of administrative, communications, and records functions, including preparing and distributing written correspondence and publications. As an Administrative Officer, you will perform the following duties:

  • Meeting Assistance: Coordinate board and committee meetings; develop and maintain the Council meeting calendar and coordinate meeting logistics
  • External Communication: Prepare and submit required public meeting notices to the PA Bulletin, newspapers, and the website; prepare and distribute publications such as reports, press releases, and newsletters
  • Internal Communication: Maintain and update Constant Contact and internal distribution lists
  • Right-to-Know: Serve as the Open Records Officer and manage Right-to-Know Law (RTKL) requests; coordinate with staff to gather records and issue determinations under Pennsylvania's RTKL
  • Advance Collaboration: Build positive working relationships across all levels of the organization
  • Support Reception: Bring emotional intelligence to every interaction, responding to colleagues, stakeholders, and the public with empathy and professionalism, and maintaining composure when navigating competing demands or sensitive situations

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) part-time, up to one day per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience in varied office management or staff work; and bachelor's degree; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must have knowledge of Pennsylvania's Sunshine Act and Right to Know Law.
  • You must have at least one year of experience preparing official meeting minutes.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Strong written communication skills
  • Familiarity with contact management tools
  • The ability to manage competing priorities with minimal supervision
  • A collaborative team member who builds strong relationships at all levels and responds to others with empathy, professionalism, and composure-even in high-pressure or sensitive situations
