Position Summary
The Geotechnical / Instrumentation Engineer will support the planning, installation, monitoring, interpretation, reporting, and coordination of the geotechnical instrumentation and monitoring program for the ALCOSAN Ohio River Tunnel Project. The position will focus on the protection of existing utilities, buildings, railroad facilities, roadways, structures, shafts, tunnels, support of excavation systems, and adjacent facilities affected by construction. This role is directly tied to the project's geotechnical instrumentation requirements, including the Monitoring and Instrumentation Plan, baseline readings, GIMS reporting, review/alert levels, action plans, vibration/noise monitoring coordination, and pre-/post-construction inspection interfaces.
Key Responsibilities
- Support, coordinate, and/or lead the project geotechnical instrumentation and monitoring program in accordance with Contract Section 31 09 13 and related requirements.
- Prepare, review, and coordinate the Monitoring and Instrumentation Plan, including instrument inventory, locations, installation schedule, protection measures, monitoring frequencies, baseline readings, response levels, and reporting procedures.
- Coordinate installation and monitoring of geotechnical and structural instrumentation, including settlement points, prisms, inclinometers, extensometers, piezometers, optical survey targets, crack gauges, tilt meters, convergence monitoring points, and other required devices.
- Coordinate with the licensed surveyor, instrumentation subcontractor, field engineers, superintendents, tunnel team, shaft team, and near surface facility teams.
- Review monitoring data, identify trends, compare readings against baseline values and Review / Alert Levels, and issue timely technical recommendations.
- Support operation and quality control of the web-based Geotechnical Instrumentation Monitoring System, including data uploads, plots, notifications, reports, and real-time access requirements.
- Assist with action plans when readings approach or exceed response levels, including coordination of mitigation measures, increased monitoring, field inspections, and construction adjustments.
- Support pre-construction and post-construction inspections, historic structure requirements, railroad monitoring, vibration/noise monitoring coordination, and protection of sensitive adjacent facilities.
- Coordinate monitoring well and instrumentation abandonment requirements with construction sequencing.
- Prepare daily, weekly, and special monitoring reports, including data tables, trend plots, photographs, observations, construction activity notes, weather conditions, and interpretation of relevant movements.
- Support RFIs, submittals, technical reviews, claims/DSC documentation, and field engineering related to geotechnical conditions, groundwater, SOE behavior, settlement, utilities, and structural movement.
Required Qualifications
- Bachelor's degree in Civil Engineering, Geological Engineering, Geotechnical Engineering, or related discipline.
- Professional Engineer license in Pennsylvania is strongly preferred.
- Minimum 5 years of experience in heavy civil, underground, tunnel, shaft, deep excavation, or similar geotechnical instrumentation work.
- Direct experience with installation, monitoring, interpretation, and reporting of geotechnical instruments.
- Working knowledge of GIMS or similar web-based instrumentation monitoring platforms.
- Ability to read and interpret geotechnical reports, GBR/GDR information, contract drawings, instrumentation layouts, SOE drawings, and construction sequences.
