Annual Starting Salary: $90,144

These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with the AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) - (BARGAINING UNIT #01, 03, 04, 05).

Applications for this position will be accepted beginning 8-28-26 until 11:59pm on 9-11-26.

Under supervision, performs fully functional environmental engineering work, enforcing federal, state, and municipal environmental protection laws, and performs related duties as required.

The two positions in the Bureau of Environmental Remediation will focus on environmental assessments, brownfield remediation, environmental compliance and consultant management.

Two positions in the Bureau of Environmental Permitting and Inspections will focus on air-pollution control and enforcing environmental laws through inspections of regulated facilities, with the potential to emit hazardous air pollutants Both candidates selected to focus on air related facilities may be required to be in the field every day to conduct inspections to ensure compliance with local, state and federal air related laws The third position is a field inspector for gasoline-dispensing stations and facilities ensuring all Office of State Fire Marshall and focal or federal requirements met.

Essential Duties:

* Manages environmental consultants conducting environmental assessments and other environmental tasks.

* Reviews and analyzes environmental data to evaluate site conditions and regulatory compliance.

* Conducts field investigations and inspections of a variety of sites, e.g., vacant lots, redevelopment, industrial, and waste disposal.

* Interprets applicable federal, state, and municipal environmental laws for compliance or enforcement actions.

* Documents investigation and inspection findings and recommends appropriate corrective or enforcement actions including the development of cost estimates for recommended actions.

* Prepares technical reports, presentations, findings, and recommendations.

* Supports activities related to brownfield assessment/remediation or air pollution monitoring, compliance, and enforcement grants including preparing grant applications

* Reviews or prepares permit grant applications, e.g., stormwater, construction, demolition debris, and plans.

* Performs engineering calculations.

* Coordinates with other engineers, project managers, consultants, City departments, and regulatory agencies. Leads and participates in meetings with multiple levels of City staff and the private sector.

* Provides technical assistance to City departments and the private sector regarding environmental protection standards and guidelines.

* Manages environmental projects.

* Serves as a subject matter expert and may testify in court as an expert witness on environmental issues.

THIS POSITION IS IN THE CAREER SERVICE

Graduation from an accredited college or university with a Bachelor's degree or higher in Environmental Engineering or a directly related field, plus one (1) year of work experience in environmental engineering.

Licensure, Certification, or Other Qualifications

A valid State of Illinois driver's license is required.

Selection Requirements: This position requires applicants to successfully complete an interview which will include a universal assessment. The interviewed candidate(s) who possess the qualifications best suited to fulfill the responsibilities of the position will be selected. The interviewed bidders possessing the qualifications best suited to fulfill the responsibilities of the position will be selected in seniority order according to the collective bargaining agreement.

Desired Skills

• Previous work experience conducting site surveys.
• Previous work experience preparing environmental permit applications, emissions inventories and hazardous waste reports.
• Previous work experience monitoring adherence to local, state and federal standards like the EPA, OSHA, CAA and CWA.
