Responsibilities

Peraton's Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species.

Peraton is looking for a Business Analyst with expertise in the U.S. Fish and Wildlife Service (FWS), part of the Department of the Interior, which manages fish, wildlife, and habitats across the United States, Ecological Services business processes to serve as the dedicated FWS liaison on a federal data integration program. You will bridge the gap between the Peraton delivery team and FWS stakeholders, ensuring all platform changes meet FWS standards and obtaining required government approvals.

Roles and Responsibilities

    Serve as the dedicated SME for FWS Ecological Services business processes, requirements, and stakeholder coordination
  • Document current-state FWS consultation workflows, decision logic structures, and template formats
  • Elicit and document FWS-specific requirements for species integration, including display standards, habitat designation presentation, and consultation routing rules
  • Coordinate with FWS ES staff to obtain the Range Mapping SOP and ensure all map production activities comply with SOP requirements
  • Facilitate iterative range map review cycles with FWS Ecological Services SMEs and coordinate FWS ES sign-off on deliverables
  • Support FWS ES review of platform UI and logic updates, demonstration materials, and compliance validation checklists
  • Coordinate FWS ES review and acceptance of updated decision logic and consultation package assets
  • Support FWS ES establishment of training completion metric targets
  • Serve as the primary liaison between the Peraton team and FWS Ecological Services


Qualifications

Basic Qualifications

  • Bachelors degree and 8 years professional experience or a Masters degree and 6 years professional experience or an Associates degree and 10 years professional experience; or a high school diploma/equivalent and 14 years' professional experience.
  • U.S. Citizenship required; must have the ability to obtain and maintain a Public Trust clearance
  • Demonstrated years of experience in business analysis or program support on federal environmental programs
  • Strong understanding of ESA Section 7 consultation processes and FWS Range Mapping standards
  • Experience facilitating government stakeholder reviews and obtaining formal approvals
  • Excellent written communication skills; experience producing government-facing documentation

Preferred Qualifications

  • Direct experience working with or supporting FWS Ecological Services operations
  • Direct experience with the IPaC platform or FWS Ecological Services IT systems
  • Experience coordinating multi-agency deliverable approvals (FWS + NOAA Fisheries)
  • Familiarity with DOI IT governance and FITARA compliance requirements
  • CBAP or equivalent BA certification
  • Active Public Trust Clearance

Target Salary Range

$86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
