Posting Summary
Rutgers, The State University of New Jersey, is seeking an Application Developer III in the Enterprise Applications and Research Computing ( EARC) within the Office of Information Technology ( OIT).

Under the direction of a Project Manager for Enterprise Application Services ( EAS), the Application Developer III provides analytical and programming support for various University administrative and academic offices. This position will be responsible for analysis, planning, design, development, implementation, and maintenance of legacy Mainframe application system resources (Enterprise COBOL, IMS M(db/dc), JCL MVS/OS Utilities, SQL).

Among the key duties of this position are the following:

  • Performs analysis and develops a detailed design of new and existing system requests. Writes new code and/or maintains existing code for on-line and batch programs that will provide the user with programs for reporting and updating databases as required. Prepares tests that will verify that the unit program is working, but more importantly, also show through integration and/or system testing that the new or revised programs does not adversely impact the operational integrity of the entire application system.
  • Consults with the Associate Director, Project Managers, and user departments staff as required to gather and/or clarify requirements for proposed development projects and system enhancements and maintenance; identifies and suggests business and systems solutions to problems.
  • Writes specifications for new on-line and batch programs that will provide the user with programs to produce reports, update data through interactive screen and batch processes as required to meet the needs of the user.
  • Keeps abreast of the latest technologies and provides consulting support to development staff regarding the implementation and use of the various technologies available within the department.
  • Writes operational documentation for new and revised applications with clear and concise instructions to enable them to run in a production environment. Writes and updates user documentation to describe systems and access abilities, as required.
  • Understand and adhere to Rutgers compliance standards as they appear in RBHS' Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.

Qualifications






Minimum Education and Experience

  • Bachelor's degree in Computer Science, Information Systems or relevant technology field, or a Bachelor's degree in a Business major with relevant systems experience.
  • A minimum of seven (7) years progressive experience in an analytical and programming environment with an emphasis on business knowledge acquisition, systems design, and COBOL.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Proficient knowledge of JCL, MVS / OS utilities, SQL and IMS M(db/dc) programming skills are required.
  • Knowledge of mainframe legacy system integration with ORACLE.
  • Structured programming techniques.
  • Ability to understand complex and integrated legacy computer systems.
  • Must possess excellent organizational, interpersonal, oral and written communication skills.
