Overview
Goldbelt Integrated Logistics Services (GbILS) provides four specific areas of expertise-Logistics Engineering, Measurement Sciences, Program Management, and Technical Support-serving the scientific, technical, and engineering needs of clients. GbILS values its innovative thinking and service-oriented team who provide services for a variety of federal government and commercial clients. Summary: We seek a Program Management Analyst to work with the Centers for Disease Control and Prevention (CDC) in Atlanta, GA. The successful candidate will be placed as a GbILS contractor at a CDC facility. CDC is the nation's premier health promotion, prevention, and preparedness agency. This position will work full time on the client site at the CDC Chamblee Campus.
Responsibilities
Essential Job Functions:
- Providing technical guidance to division and offices in the development of Request for Contracts (RFC) based on written guidelines and procedures provided by the division, Center and OFR.
- Serve as expert in the branch, providing technical guidance on internal processes and procedure for preparing all acquisitions for funding. Acquisitions such as: Contracts, IAAs, IPAs, and some Cooperative Agreements.
- Contractor will ensure routine policies, guidelines, instructions, and procedures for program management requirements provided by the extramural coordinator are followed.
- Provide guidance for where to find required documents. Instructions on how to enter documents in DHDSP extramural tracking systems, pull reports, and implementation of any new automation systems to improve internal program management operations within the
- Provide technical guidance to senior leadership, contract officer technical representatives, project officers, and subject matter experts within the Branch to facilitate the development of grant and contract related documents which may include the development of supporting documentation for review, approval, and execution by Branch management.
- Compiling data and preparing program management status reports for review at all levels. Reviews internal processes and procedures and proposes improvements to promote efficiency and cost savings.
- Analyzing and evaluating the effectiveness of program management operations in meeting established goals and objective and proposes areas and methods by which efficiency of operations can be improved.
- Utilizing qualitative and quantitative methods to assess progress toward program goals and objectives.
- Preparing reports and briefs based on program management activities.
Qualifications
Necessary Skills and Knowledge:
- Working knowledge of Federal budgeting, financial management, or resource management principles and processes.
- Knowledge of budget execution, funding processes, commitments, and obligations.
- Working knowledge of procurement and acquisition support activities, including procurement requests, funding documentation, and IGCE preparation or coordination.
- Knowledge of grants and contract financial management and tracking.
- Experience using Government financial, acquisition, grants, or extramural systems.
- Strong data management, data tracking, and records-management skills.
- Ability to prepare accurate financial, budgetary, and management reports.
- Strong analytical and problem-solving skills, including the ability to identify discrepancies and track issues through resolution.
- Intermediate to advanced Microsoft Excel skills, including the ability to organize, analyze, reconcile, and report financial data.
- Strong written and verbal communication skills.
- Excellent organizational and time-management skills.
- Strong attention to detail and commitment to accuracy.
- Ability to independently organize work, establish priorities, and meet deadlines.
- Ability to manage multiple concurrent tasks in a fast-moving environment.

- Ability to work effectively with senior staff, program personnel, financial, procurement, grants, and contracting professionals.
Minimum Qualifications:
- Bachelor's degree in business administration, Finance, Accounting or a related field.
- 2-3 years' experience supporting Federal Government financial, budget, procurement, grants or contract functions.
- Ability to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment while balancing multiple, competing priorities.
- Excellent judgement and decision making with strong analytic skills; business intuition and business acumen.
- Ability to obtain and maintain CDC clearance.
Preferred Qualifications:
- 5 years' experience supporting Federal Government budget, finance, procurement, grants, contracts, or resource management functions.
- Experience supporting senior resource management or executive-level personnel.
- Experience developing financial trackers, reports, dashboards, or management summaries.
- Advanced proficiency with Microsoft Excel, including formulas, pivot tables, data validation, filtering, and financial tracking.
- Familiarity with Federal acquisition, grants management, and financial-management terminology and processes.
- Prior experience working with the CDC is highly desired to understand the culture and environment.
