JOB SUMMARY

The Substance Use Disorder (SUD) Counselor Supervisor reports to the Program Director and provides clinical and administrative oversight of Substance Use Disorder services within our Male Community Reentry Program (MCRP). Kennemer Center supports the successful transition of justice-involved individuals from incarceration to community living through structured residential services, treatment, and reentry support.

The SUD Counselor Supervisor is responsible for ensuring the delivery of high-quality, evidence-based, and resident-centered substance use treatment services. This position supervises, trains, and supports SUD counseling staff; monitors service quality and compliance with agency, contractual, and regulatory requirements; and promotes positive treatment and reentry outcomes. The SUD Counselor Supervisor may maintain a limited caseload and provide direct services, including assessments, treatment planning, individual counseling, group facilitation, and crisis intervention, to address the diverse needs of MCRP residents. Through leadership, collaboration, and clinical expertise, this role supports resident recovery, successful reintegration, and overall program effectiveness.



ESSENTIAL JOB RESPONSIBILITIES



  1. Serve as a member of the Kennemer MCRP leadership team by assisting with the planning, implementation, oversight, and evaluation of program services and activities.
  2. Provide supervision, training, and guidance to SUD counseling staff to ensure compliance with agency policies, treatment standards, levels of care, documentation requirements, and the MCRP Scope of Work (SOW).
  3. Conduct regular reviews of resident files and counseling services to ensure quality care, appropriate treatment planning, effective interventions, timely documentation, and compliance with program requirements.
  4. Ensure all program, state, and contractual requirements are met by monitoring documentation related to treatment progress, significant interventions, employment activities, case conferences, and resident outcomes.
  5. Provide direct SUD services as needed, including assessments, treatment planning, individual counseling, group counseling, and crisis intervention.
  6. Assist with referral reviews, intake assessments, admissions, and service placement to ensure appropriate resident care and program enrollment.
  7. Support recruitment, hiring, onboarding, and training of counseling staff, including orientation to program requirements, policies, procedures, ethics, confidentiality, and safety practices.
  8. Conduct regular supervision and performance evaluations of direct reports, providing feedback, coaching, and professional development to promote employee growth and service excellence.
  9. Serve as a liaison with CDCR representatives, community organizations, treatment providers, and other stakeholders to support communication, collaboration, and continuity of care.
  10. Ensure timely and accurate completion of documentation, reporting, and billing requirements within the Automated Reentry Management System (ARMS) and other required reporting systems.
  11. Respond to crises, critical incidents, and resident emergencies by providing support, coordinating appropriate interventions, and completing required incident documentation.
  12. Assist residents with obtaining approved non-work and non-education passes by verifying appointment details, transportation plans, and compliance with program requirements.
  13. Orient and support residents in understanding MCRP policies, procedures, expectations, and available resources.
  14. Provide operational support and shift coverage, including evenings, weekends, and overnight shifts, as needed to ensure program continuity and resident safety.
  15. Assist with program evaluation, data collection, reporting, and quality improvement activities to measure outcomes and enhance service delivery.
  16. Complete all required training and professional development activities in accordance with agency, contractual, and regulatory requirements.
  17. Participate in and assist with staff meetings, treatment team meetings, case consultations, and training activities to support effective program operations and resident care.
  18. Maintain confidentiality and uphold ethical standards in accordance with agency policies, HIPAA, 42 CFR Part 2, and applicable state and federal regulations.
  19. Will drive on Agency business.
  20. Physical presence at the program is required.
  21. Ensure direct report staff follow the agency's timecard, PTO (Paid Time Off), and California's rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately.
  22. Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage.



ESSENTIAL JOB REQUIREMENTS



  1. Possess a Licensed Clinical Social Worker Certificate or Master's Degree in Social Work; or a Bachelor of Arts degree in Social Sciences with one (1) year of experience supervising counseling staff in a substance use disorder (SUD) treatment program, and possess an AOD Counselor certification by an accredited certifying organization; OR
  2. Possess a four (4)year degree in Behavioral Sciences or a related field and the equivalent of two (2) cumulative years of full-time experience supervising counseling staff in a SUD treatment program, and possess an AOD Counselor certification by an accredited certifying organization; OR
  3. Possess a high school diploma or equivalent with six (6) cumulative years of full-time experience supervising counseling staff in a SUD treatment program; and possess an AOD certification by an accredited certifying organization.
  4. AOD certification must be in good standing.
  5. CPR and First Aid Certification Preferred.
  6. Knowledge of substance use disorders, addiction treatment, and co-occurring conditions, with the ability to provide effective interventions, evidence-based practices and facilitate SUD treatment groups.
  7. Ability to establish and maintain professional working relationships with staff, residents, and community partners.
  8. Strong organizational, time management, and prioritization skills with the ability to manage multiple responsibilities effectively.
  9. Ability to develop clear, accurate, and timely treatment plans, progress notes, case documentation, and discharge summaries.
  10. Computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.
  11. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  12. Ability to pass a pre-employment criminal background check.
  13. Ability to pass a pre-employment physical, drug screen, and TB test.
