The UXO Safety Officer (UXOSO) implements and enforces health and safety requirements for UXO/MEC and explosives operations. The UXOSO analyzes operational risks, establishes site-specific safety controls, conducts and documents safety inspections, and helps ensure compliance with applicable Department of Defense (DoD), DDESB, federal, state, and local requirements.
ESSENTIAL DUTIES/FUNCTIONS OF POSITION:
- Develop and implement approved explosives and UXO health and safety programs in compliance with applicable DoD policy and federal, state, and local requirements.
- Analyze operational risks and explosive hazards; establish and enforce site-specific safety requirements, personnel limits, and safety exclusion zones.
- Conduct, document, and report safety inspections of UXO and explosives operations and ensure identified safety concerns are addressed.
- Ensure protective works and equipment used within exclusion zones comply with applicable DoD policy, DDESB approvals, and safety requirements.
- Operate and maintain required air-monitoring equipment at sites known or suspected to contain airborne contaminants.
- Conduct or support daily site safety briefings and communicate hazards, controls, and required personal protective equipment (PPE).
- Perform UXO Technician III-level functions as required by the assignment, including supervision of onsite UXO-related operations and demilitarization activities within the limits of the employee's qualifications.
- Maintain required project safety documentation and coordinate safety issues and corrective actions with project management and UXO supervisory personnel.
- Exercise stop-work authority when unsafe or immediately dangerous conditions exist.
REQUIRED EDUCATION, EXPERIENCE & SKILLS:
- Must meet current DDESB TP-18 requirements for the UXO Safety Officer (UXOSO) position.
- Must be qualified to fully perform the applicable functions of UXO Sweep Personnel and UXO Technician I, II, and III as required by DDESB TP-18.
- Working knowledge of UXO/MEC operations, explosives safety, exclusion-zone controls, hazard analysis, and applicable safety requirements.
- Ability to interpret and apply project safety plans, standard operating procedures, DoD/DDESB requirements, and applicable federal, state, and local regulations.
- Strong written and verbal communication skills, including the ability to conduct safety briefings and prepare clear inspection and safety documentation.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
- Work is primarily performed at active UXO/MEC field project sites and may include outdoor work in varying weather and terrain conditions.
- Position may require work in or near controlled exclusion zones and areas where explosives-related activities are being conducted.
- Must be able to wear required PPE and safely perform field duties that may include standing, walking over uneven terrain, climbing, bending, and extended periods outdoors.
SPECIAL REQUIREMENTS:
- Travel to project sites is required; assignments may be located throughout the United States.
- Must maintain all training, medical clearances, certifications, and site-specific qualifications required for assigned UXO/MEC work.
- Must comply with KEMRON, client, and project-specific safety, security, and site-access requirements.
