ETAS was formed and dedicated to support the Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) with technical and management services contributing to the safe and cost-effective implementation of the "One PPPO" mission.

(Pro2Serve), is an employee-owned company headquartered in Knoxville, Tennessee, that offers over thirty years of experience providing environmental programs support, program management and integration, cost engineering, architecture and engineering (A-E), construction management, and physical security services to our Federal and commercial clients. We support the energy, defense, and science markets through responsive, cost-effective execution of critical environmental, facilities and infrastructure, and nuclear defense projects.

Job Summary

Develop and maintain financial models, budgets, and analytical dashboards to support federal program planning, execution, and stakeholder decision-making.

Key Responsibilities

  • Financial Modeling: Build budget, cost, and "what-if" scenario models to assess funding and scope changes.
  • Analysis & Tracking: Monitor budgets, forecasts, and actuals to identify variances, trends, and accruals.
  • Reporting & Reviews: Prepare dashboards and briefings using Excel, Power BI, and financial systems.
  • Program Support: Assist with budget formulation, period-end reconciliations, and multi-source data reviews.

Qualifications

  • Education: Bachelor's degree in Business (or 15 years of equivalent experience).
  • Experience: 10+ years in financial management/federal budgeting, including 5+ years focused on financial analysis and modeling.
  • Technical Skills: Advanced Excel and data analysis; proficiency across MS Office and database management.
  • Core Capabilities: Strong written/oral communication; knowledge of the Congressional budget process; ability to work independently or in teams with high professionalism.

Preferred Qualifications

  • Systems: Experience with financial accounting platforms (OneStream, Oracle) and visualization tools (Power BI, Cobra, Tableau).
  • Leadership: Executive-level experience managing large, multi-appropriation, multi-contract financial programs.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
