ARMADA is seeking a Senior SSR to lead a small on-site cell supporting the NSWC PCD Special Security Officer. The lead executes delegated SSO duties in assigned SCIFs and is the contractor's on-site point of contact. This is support, not SSO authority. The Government SSO retains access and accreditation decisions.

Duties & Responsibilities:



  • Run day-to-day SCI program support for assigned SCIFs as the PCD SSO directs.
  • Immediately report actual or potential violations, incidents, or compromises to the SSO and assist with investigation and resolution.
  • Verify visitor authorization before entry; maintain and review the SCIF visitor log; resolve escort questions at the door.
  • Ensure every person with escort privileges has a signed Escort Responsibilities Agreement and forward originals to the SSO.
  • Conduct monthly physical walkthroughs and periodic inspections; correct and educate on the spot.
  • Conduct semi-annual IDS physical testing, coordinate response-force testing, and retain results.
  • Maintain the FFC, accreditation messages, local access logs, and a current access roster; submit roster updates and justifications before unescorted access; complete quarterly roster reviews on deadline.
  • Supervise ARMADA SSRs on site. No direction of Government or other-contractor personnel.
  • Keep the bi-weekly personnel roster current and coordinate CAC requests.
  • Other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):



  • Knowledge of SCI security requirements, SCIF operations, and ICD 705 / IC Technical Specification 705.
  • Skill in verifying visitor authorizations, managing escort requirements, and maintaining accurate access rosters and visitor logs.
  • Skill in conducting physical security inspections, identifying deficiencies, and providing corrective guidance.
  • Skill in conducting and documenting IDS testing and coordinating response force testing.
  • Ability to maintain accurate SCIF security records, including Fixed Facility Checklists, accreditation documentation, and required roster reviews.
  • Ability to supervise onsite contractor personnel, execute delegated duties within Government SSO direction, and immediately report security incidents or potential compromises.


Minimum/General Experience:



  • Active Top Secret clearance with SCI eligibility.
  • Prior SCI indoctrination or the ability to be indoctrinated immediately.
  • At least five years of experience supporting SCI programs, SCIF operations, or a Special Security Officer.
  • Hands-on experience applying ICD 705 and IC Technical Specification 705.
  • Experience with visitor control, escort procedures, access rosters, Fixed Facility Checklists, and Intrusion Detection System testing.
  • Ability to supervise a small onsite contractor team and serve as the contractor's onsite point of contact.
  • Ability to work the Government's established coverage hours.


Preferred Qualifications



  • Navy experience, particularly Navy Warfare Center or installation SSO support.
  • Experience using DISS or the former JPAS system.


Minimum Education:



  • HS Diploma, or equivalent
