DIRECTOR OF FEDERAL SECURITY AND COMPLIANCE

The Director - Federal Security & Compliance is responsible for operationalizing McGough's federal security, cybersecurity compliance, and Controlled Unclassified Information (CUI) requirements across the Federal business. Working from contractual and regulatory requirements identified in coordination with Legal, this role develops and maintains the operational processes, controls, training, monitoring, and accountability necessary to support compliance across McGough's Federal operations.

This position serves as a bridge between Legal, Information Technology/Cybersecurity, Preconstruction, and Federal Operations. Legal provides interpretation of contractual and regulatory requirements; Information Technology and Cybersecurity evaluate and maintain the technical environment necessary to support those requirements; and the Director - Federal Security & Compliance coordinates how the resulting requirements are incorporated into McGough's business and project operations.

The Director works with Preconstruction and Operations to develop practical compliance plans, establish appropriate operational processes, monitor implementation, identify gaps, and coordinate corrective actions. The position provides governance and oversight while working collaboratively with the functions responsible for legal interpretation, technical implementation, and project execution.

The ideal candidate will bring experience comparable to that of a Facility Security Officer (FSO) within the federal contracting environment. While McGough does not currently maintain a Facility Clearance (FCL), this individual should possess the knowledge and experience necessary to help McGough prepare for and transition into a cleared environment should future opportunities require one.

QUALIFICATIONS

Required

  • 7+ years of experience in federal security, cybersecurity compliance, government contracting compliance, or related roles.
  • Strong working knowledge of CUI, NIST SP 800-171, CMMC, FAR/DFARS, and federal cybersecurity requirements.
  • Experience developing, implementing, or managing security and compliance programs, policies, procedures, and controls.
  • Experience supporting audits, compliance reviews, government inspections, or external assessments.
  • Ability to understand established federal security and contractual requirements and translate them into practical operational processes.
  • Strong communication skills with the ability to work across multiple functions and leadership levels.
  • Ability to identify risk and provide practical solutions without unnecessarily disrupting project execution.

Preferred

  • Experience as a Facility Security Officer (FSO), Assistant FSO (AFSO), Security Manager, or comparable role within the federal contracting environment.
  • Working knowledge of DCSA requirements, personnel security, and Facility Clearance requirements.
  • Experience supporting or maintaining an FCL or cleared organization.
  • Experience implementing NIST SP 800-171 requirements and supporting CMMC assessments.
  • Experience with personnel security, access control, physical security, security training, incident management, and self-assessments.
  • Bachelor's degree in Cybersecurity, Information Systems, Security Management, Business, or related field, or equivalent experience.

CORE RESPONSIBILITIES

Federal Security & Cybersecurity Governance

  • Serve as the primary operational resource for implementing and monitoring McGough's federal security, CUI, cybersecurity compliance, and related safeguarding requirements.
  • Develop, maintain, and continually improve McGough's Federal Security & Compliance Program.
  • Develop and maintain operational policies, procedures, and controls necessary to implement established CUI safeguarding and federal security requirements.
  • Partner with Legal to understand applicable requirements and with Information Technology to understand technical capabilities and readiness, then coordinate implementation of resulting operational safeguards across the Federal business.
  • Partner with Legal and other appropriate stakeholders to evaluate changes in federal security and cybersecurity requirements and coordinate resulting updates to McGough's operational compliance processes.
  • Support project teams in monitoring subcontractor compliance with applicable safeguarding and security requirements, identifying deficiencies, and coordinating corrective actions as necessary.

Security & Compliance Oversight

  • Develop and monitor operational processes for accessing, handling, storing, transmitting, retaining, and disposing of CUI in accordance with established requirements.
  • Coordinate personnel security, federal badging and credentialing, access control, visitor management, and physical-security processes as applicable.
  • Manage personnel security clearances, background tracking, and processing for employees who handle sensitive or classified information.
  • Develop and coordinate security awareness and role-based training.
  • Coordinate the identification, investigation, documentation, and resolution of security incidents and compliance deficiencies.
  • Perform routine self-inspections and coordinate with outside government agencies or auditors as necessary.
  • Track security and compliance findings, risks, and corrective actions through resolution.
  • Maintain readiness for government, customer, and third-party security and cybersecurity assessments.

Federal Project Support

  • Support federal pursuits and project startup by developing operational plans to address identified security, cybersecurity, CUI, personnel, access, and physical-security requirements.
  • Work with Federal Operations and project teams to ensure applicable safeguarding and security requirements are understood and consistently implemented.
  • Conduct security education, awareness training, and debriefs for staff regarding threat prevention and data handling.
  • Work with Legal, Preconstruction, and Operations to incorporate identified cybersecurity, CUI, physical-security, safeguarding, and related flowdown requirements into subcontract and purchase order documents.
  • Support project teams in monitoring subcontractor implementation of applicable cybersecurity, physical-security, CUI, and safeguarding requirements, identifying deficiencies, and coordinating corrective actions as necessary.
  • Support project teams in communicating applicable safeguarding and security requirements and related operational expectations to subcontractors and other external partners.
  • Identify security and compliance gaps early and work with teams to resolve issues before they impact project execution or assessment outcomes.

Compliance Reporting & Continuous Improvement

  • Provide leadership with visibility into McGough's federal security posture, significant risks, findings, and corrective actions.
  • Standardize security and compliance processes, documentation expectations, and reporting.
  • Coordinate with government security representatives, consultants, and external assessors as required.
  • Support continuous improvement of McGough's federal security and compliance practices

Additional Responsibilities

  • Actively contribute as a member of the Federal team, collaborating to achieve shared goals and objectives.
  • Participate in Federal leadership meetings and project reviews as needed.
  • Support business development efforts by identifying compliance considerations during early pursuit phases.
  • Assist in development of Federal compliance playbooks, tools, and best practices.
  • Support continuous improvement initiatives across the Federal Division.
  • Other duties as assigned.

OFFICE AND TRAVEL

  • Based in Raleigh, NC with periodic travel to federal project sites, pursuits, and regional offices as required.

The role also requires occasional visits to construction sites, where the employee may be exposed to dust, dirt, uneven surfaces, outdoor weather conditions, and extreme temperatures.
