As a result, a full-time position is available for a Construction Services Department Manager! This opportunity is available in the following locations: Middleton, WI; Fenton, MO; West Allis, WI; Bloomington, MN; and Denver, CO. The Construction Services Department Manager will provide strategic and operational leadership for the Construction Services department. This role will build and develop the team, strengthen client and contractor relationships, grow construction-phase service offerings, and deliver safe, high-quality, profitable work aligned with the Group Business Plan and Corporate Strategic Plan. The Construction Services Department Manager is accountable for department performance and for consistent execution of construction administration, construction management, field observation, owner's representative, commissioning support, and related services. Responsibilities include:
- Strategic Leadership
- Provide vision and strategic direction for the department in alignment with Group Business Plan and Corporate Strategic Plans.
- Develop, implement, and regularly maintain a department strategic plan addressing service offerings, target markets, staffing, geographic coverage, technology, risk, and growth priorities.
- Establish and monitor key performance indicators (KPIs) for backlog, pipeline, revenue, productivity, invoicing, accounts receivable, client satisfaction, safety, quality, and staff development.
- Lead continuous improvement initiatives that strengthen field delivery, documentation, communication, scalability, and consistency across projects.
- Evaluate emerging technologies, market trends, customer needs, and competitive forces to identify opportunities for expansion of services, products, and capabilities.
- Coordinate with other departments and other business groups to integrate construction services through planning, design, procurement, construction, startup, and closeout.
- Financial and Business Performance
- Assume responsibility for department financial performance, including revenue, profitability, productivity, pipeline, backlog, and achievement of annual business objectives.
- Develop annual budgets, forecasts, staffing plans, and business plans; monitor results and implement corrective actions as needed.
- Review project performance, labor forecasts, earned value, work-in-process, accounts receivable, billing, and write-offs to identify and address emerging issues.
- Review and approve project budgets, monthly billing, staffing assignments, expenses, and other reports necessary to manage performance.
- Evaluate investments in personnel, training, field technology, vehicles, safety equipment, and business development that support department objectives.
- Business Development and Client Relationships
- Lead business development for construction services, including expansion with existing clients and pursuit of new clients, markets, and delivery models.
- Support Market Leaders and Client Managers in their business development efforts to secure new clients and expand existing client relationships.
- Serve as executive sponsor for strategic clients, major pursuits, and complex construction assignments.
- Lead or support proposals, scope development, fee preparation, client interviews, contract negotiations, and go/no-go decisions.
- Review construction-phase scopes, proposals, and contracts for risk, authority, staffing assumptions, reimbursable expenses, site presence expectations, communication protocols, and escalation requirements before commitments are made.
- Represent Mead & Hunt at client meetings, industry events, contractor engagements, conferences, and professional organizations.
- Collaborate with other Mead & Hunt groups and departments to develop integrated solutions, coordinate resources, and pursue cross-selling opportunities.
- Talent and Organizational Leadership
- Build, lead, and develop a high-performing team of construction managers, resident project representatives, inspectors, field engineers, project controls staff, and related professionals.
- Establish career paths, competency expectations, training plans, and advancement opportunities for construction services staff, including field observers, inspectors, resident project representatives, construction managers, and project controls personnel.
- Recruit, mentor, coach, and develop employees while fostering a culture of accountability, collaboration, inclusion, professional judgment, and continuous improvement.
- Conduct performance evaluations, provide ongoing feedback, and support training, certification, and career development plans.
- Assign and balance workloads across projects and locations while monitoring responsiveness, quality, productivity, and staff well-being.
- Review and approve timesheets, expenses, overtime, vacation, and other employee requests in accordance with company policy.
- Construction Services Operations
- Oversee delivery of construction administration, construction management, site observation, owner's representative, project controls, commissioning support, startup, and closeout services.
- Provide project leadership or technical oversight on high-risk, high-value, or strategically important assignments as needed.
- Establish consistent processes for submittals, requests for information, change management, pay applications, project schedules, cost reporting, meeting documentation, field reports, punch lists, and project closeout.
- Develop, maintain, and continuously improve department standards, templates, field reporting tools, document-control protocols, meeting formats, closeout procedures, and lessons-learned processes to promote consistent delivery across projects and offices.
- Coordinate with project managers and design discipline leaders to resolve field issues, maintain design intent, and document decisions and changes.
- Monitor contractor progress, quality, schedule, cost, and compliance with contract documents, while maintaining appropriate professional-service boundaries.
- Support constructability reviews, construction packaging, procurement planning, bid evaluations, and contractor selection.
- Ensure project records are complete, timely, accurate, and suitable for client communication, claims avoidance, and project closeout.
- Define and communicate department-level decision rights, approval thresholds, and escalation paths for construction services work, including coordination with project managers, discipline managers, client managers, business unit leadership, and market leadership.
- Safety, Quality, and Risk Management
- Champion a proactive safety culture and ensure construction services personnel follow company, client, and site-specific safety requirements.
- Confirm that field staff receive appropriate training, personal protective equipment, and project-specific orientation before beginning site work.
- Implement quality assurance and quality control practices for construction-phase services, including independent reviews where appropriate.
- Identify and escalate safety, contractual, technical, schedule, cost, and client risks; develop mitigation and recovery plans with project leadership.
- Promote timely documentation and communication to reduce claims, disputes, scope gaps, and misunderstandings among project participants.
- Ensure compliance with company policies, contractual obligations, applicable laws and regulations, and professional standards.
- Other Responsibilities
- Maintain applicable professional licenses, certifications, memberships, and registrations; review and seal documents when qualified and required.
- Stay current on construction practices, delivery methods, project controls, field technology, safety, risk management, and relevant codes and standards.
- Perform other duties as assigned.
- A valid driver's license and approximately 25% travel will be required.
The successful candidate must meet at least one of the following requirements:
- Bachelor's degree or higher in construction management, civil engineering, mechanical engineering, structural engineering, architectural engineering, architecture, electrical engineering, construction engineering, industrial engineering or a related field AND at least 5 years of relevant experience.
- 10 years of progressively responsible experience in construction administration, construction management, engineering, architecture, or related professional services.
- Equivalent combinations of education, certifications, and relevant construction leadership experience may be considered.
The ideal candidate will have experience with any/all the following:
- Demonstrated experience leading staff and managing multiple concurrent projects.
- Department, team, or significant program leadership experience is preferred.
- Experience in an architecture, engineering, or consulting environment is preferred.
- Professional Engineer, Registered Architect, Certified Construction Manager, or other relevant professional credentials.
- Relevant safety and construction certifications, such as OSHA training, are preferred or may be required based on assignment.
- Strong leadership, communication, negotiation, conflict resolution, decision-making, and client-management skills.
- Knowledge of consulting practice, project delivery methods, construction contracts, contractor coordination, scheduling, cost control, change management, quality management, and construction safety.
- Ability to interpret design and construction documents and communicate effectively with clients, contractors, design professionals, and field staff.
- Proficiency with common project management, document-control, scheduling, and construction technology platforms.
- Ability to maintain confidential information, delegate effectively, manage competing priorities, and remain composed in high-pressure situations.
Physical and Working Conditions:
- This role involves working outdoors on a regular basis in various conditions, including live traffic environments, and requires the ability to lift and squat at least 25 pounds.
- Ability to perform office-based work for extended periods and to travel to active construction sites.
- Ability to safely navigate typical construction-site conditions, which may include uneven terrain, ladders or stairs, noise, dust, weather exposure, and required personal protective equipment, with or without reasonable accommodation.
- Travel and overnight stays will be necessary. Extended workdays or weekend work may be required to support project activities.
