This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Port Administration (MPA) position/function only. This position is located at the World Trade Center in Baltimore City, MD The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as a economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity. General Role Description:
Join a team dedicated to employee culture, building equitable structures, and hiring exceptional talent. MPA is seeking a motivated, positive, and driven Classification & Compensation/Recruitment professional to join the MPA Office of Human Resources (HR)
. The primary responsibility of this position is to conduct classification studies of individual positions and groups of positions, develop position descriptions, advise managers on classification/salary policies, projects, and issues, and conduct full-cycle recruitments in support of MPA goals, operations, and objectives.
Essential Duties and Responsibilities:
Some of the essential duties of this position include, but are not limited to the following:
Reviews reclass/acting/proficiency packets for sufficiency/accuracy. Conducts in-depth position/background research in order to determine potential impact of requested actions and pay. Develops Job Analysis, apply/determine Job Evaluation methodologies, determine grade levels, salaries, and effective dates. Reviews/Approves the technical sufficiency of Acting Capacity Requests. Provides advice and/or expert testimony for legal proceedings regarding classification/compensation determinations. Defends actions and testifies in grievances. Participates in the development, modification, and implementation of internal classification standards, benchmarks, and other class/comp-based tools for use by the MPA. Develops and performs labor market surveys including cooperating with personnel reps from other public and private entities to obtain occupational compensation survey information. Evaluates internal pay equity within existing classification in order to make recommendations for corrective action. Collaborates with MPA hiring managers to assist in the creation of selection plans likely to provide the best candidate for selection. Accurately, fairly, and strategically applies COMAR, TSHRS, Uniform Guidelines on Employment Selection Procedures, and other recruitment procedures for the benefit of the recruitment and to ensure compliance. Operates the applicant tracking software (NEOGOV) to effectively manage and track recruitments. Recommends, attends, and facilitates career fairs and other recruitment events to find hard to fill candidates. Conducts negotiations with selected candidates to determine salary upon hire. - Facilitates and participates in the accurate review of applications, interview scoring, interview notes, to ensure a fair and effective recruitment.
The current vacancy exists at the Baltimore World Trade Center. This position reports directly to the MPA Classification, Compensation & Recruitment Manager.

Qualifications

MINIMUM QUALIFICATIONS:
Education
: Possession of a bachelor's degree from an accredited college or university.
Experience: Four (4) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation.
Selective Qualification: *Three (3) years of the required experience must include Classification Job Analysis/Evaluation, Classification Specification Development/Modification, Job Market Analysis, and/or Salary Analysis/Administration.
*Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.

1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience.
2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education.
3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.
4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education.

Licenses & Certifications

1. Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland. All applicants MUST list their driver's license number and expiration date on the application.
2. Employees in this classification will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Port Administration facilities.
