The following is intended to describe the general nature and level of work being performed. This list of duties is illustrative only and is not a comprehensive listing of all the functions and responsibilities performed. Position Summary: Directs the planning, construction, operation, repair, and maintenance of the College's physical facilities to meet current and future institutional needs. Assists in the development and implementation of the College's facilities master plan and may plan and coordinate the acquisition of property and development of new facilities. Provides leadership and oversight for facilities operations, including HVAC and central plant operations, maintenance, custodial services, grounds, construction and renovation projects, space utilization, utilities, and related capital and operational planning. Establishes service, performance, financial, and accountability expectations to ensure safe, reliable, efficient, and customer-focused facilities services for the College community. This position reports to the Vice President of Business Affairs.
Duties and Responsibilities:
- Oversees construction, renovation and demolition of facilities in support of the Facilities Master Plan.
- Provides oversight of the planning, prioritization, design, delivery, and closeout of capital construction and renovation projects.
- Directs the maintenance of facilities and grounds; oversees the repair and maintenance of the interior and exterior of all buildings; manages inspection of campus work performed by outside contractors; manages punch lists and final inspections of repairs, additions, or modifications to facilities.
- Provides leadership and supervision for assigned facilities personnel and operations; establishes service standards and monitors department performance to ensure timely, high-quality service and solutions for students, faculty, staff, and visitors.
- Plans, administers, and oversees operating and plant/capital budgets and funds for all facilities-related matters; monitors expenditures, forecasts funding needs, and ensures resources are used in accordance with College requirements and approved budgets.
- Directs the operation and maintenance of the power plant and equipment; coordinates the various technical efforts for all types of services rendered for all aspects of the physical plant.
- Facilitates the planning, design, and implementation of facility projects as directed by College leadership.
- Leads space utilization planning and coordinates recommendations regarding the effective use, allocation, and modification of College space.
- Administers a conservation plan; monitors and reports utility usage to College leadership.
- Oversees utility management and expenditures, analyzes consumption and cost trends, identifies conservation and efficiency opportunities, and incorporates utility performance into operational and capital planning.
- Develops, maintains, and implements a deferred maintenance plan for all facilities. Uses condition assessments, work-order information, asset data, lifecycle considerations, and available funding to prioritize major maintenance and renewal needs and to plan proactively for future requirements.
- Maintains regular, effective communication with campus leadership, direct reports, staff, customers, and the Vice President of Business Affairs regarding priorities, service levels, project status, emerging issues, risks, and resource needs.
- Ensures compliance with ADA requirements for all facilities.
- Ensures compliance with environmental regulations.
- Supports a customer-service culture focused on responsiveness, timely completion of work, quality solutions, clear expectations, and appropriate follow-through for the College community.
- Ensures full and effective use of the College's computerized maintenance management system for work requests, work orders, preventive maintenance, asset information, scheduling, performance monitoring, and management reporting.
- Provides forward-looking leadership by monitoring trends, anticipating infrastructure and service needs, establishing priorities, developing actionable plans, and aligning major work with institutional needs and available resources.
- Establishes clear individual and departmental accountability through measurable expectations, regular performance review, timely follow-up, and transparent reporting of results.
- Models and enforces professional workplace expectations, including compliance with College and departmental attendance policies, timely and diligent completion of assigned work, and professional interactions with students, faculty, staff, visitors, vendors, and other members of the College community.

Requirements

Minimum Job Requirements:
- A bachelor's degree and seven years of related experience, or an equivalent combination of education and/or experience directly related to the duties specified.
- Two years of supervisory experience.
Preferred:
- Experience providing and supervising custodial, grounds, power plant, maintenance, and construction services in a higher education setting.
Knowledge, Skills, and Abilities:
- Ensure maintenance work is prioritized effectively based on safety, compliance, business impact, and urgency.
- Ability to communicate effectively, both orally and in writing, with a wide range of individuals and constituencies.
- Basic computer skills.
- Experience managing multiple projects requiring prioritization.
- Ability to participate in the planning and construction of new buildings, as well as major renovations and repair projects.
- Knowledge of carpentry, HVAC, metal fabrication, plumbing, lighting, and other repair and maintenance skills, standards, and procedures.
- Ability to work flexible hours.
- Develop, implement, and maintain maintenance procedures and best practices for recurring repairs and preventive maintenance.
- Monitor and report the condition of campus buildings and grounds.
- Plan and support structured training sessions, including safety, equipment operation, troubleshooting, and College maintenance standards.
- Oversee and supervise event setups.
- Direct maintenance efforts for heating, cooling, and safe operation of all facilities.
- Supervise and implement routine service and maintenance plans for College fleet vehicles.
- Support safety and regulatory compliance by ensuring maintenance tasks are performed in accordance with applicable standards and College policies.
- Maintain records related to maintenance activities, preventive maintenance schedules, and compliance documentation as required.
- Conduct periodic facility inspections to identify conditions requiring repair, improvement, or preventive action.
- Knowledge of current code requirements relating to all facility areas.
- Provide status updates to leadership on maintenance operations, urgent issues, equipment reliability, and upcoming workload.
- Assist with budgeting and forecasting for maintenance resources by estimating needs for labor, parts, and scheduled work.
- Ensure compliance with local ordinances for fire, safety, construction, and elevator inspections in coordination with the Safety and Security Department.
- Ability to provide technical guidance and leadership to personnel.
- Ability to make administrative and procedural decisions and judgments.
- Ability to negotiate and manage contractual arrangements.

Working Conditions
-
- Work is performed during normal work hours, with some evenings and weekends required to meet deadlines. Schedule changes or emergencies may require the employee to report to work outside normal hours, including nights or weekends.
- Work is medium in nature and, at times, requires exerting up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
- Work is performed both inside and outside buildings.
- Work is performed under conditions involving exposure to noise, vibration, dirt, odors, fumes, and potentially hazardous or toxic situations.
