Position description

OPEN RANK PROFESSOR OF HEALTH POLICY

University of California San Francisco

Two health policy groups at UCSF - UCSF Center for Translational and Policy Research on Precision Medicine (TRANSPERS), located in the Department of Clinical Pharmacy and the Philip R. Lee Institute for Health Policy Studies (IHPS) - are seeking a full-time faculty member (open rank) with expertise in health policy research and related fields. This position offers the opportunity to join one of the world's leading health care institutions and two widely regarded organizations.

The incumbent will focus on research as their primary activity and will thus be expected to bring or obtain external funding for the majority of their support. For applicants who do not have external funding but who have strong credentials, there is funding available for protected research time to obtain funding. As relevant, the incumbent will have a scientific research management role as Assistant Director of Research for TRANSPERS and the incumbent will participate in limited teaching and service activities (both roles are salary-supported).

Required Qualifications:



  • Expertise in the field of health policy
  • PhD or other relevant, terminal degree at the time of hire.
  • Successful track record of publications and external grant funding or strong evidence of ability to achieve these objectives
  • Evidence of strong oral and written communication skills


Preferred Qualifications:



  • Interest and expertise in precision medicine or other emerging technologies
  • Expertise or interest in coverage and reimbursement policy, access and utilization studies, disparities research, value assessment and economic evaluation, interdisciplinary and mixed methods research, and/or systematic reviews
  • Scientific and grants management experience
  • Demonstrated ability to interact with individuals and organizations at all levels.

The posted UC salary scales set the minimum pay determined by rank and step at appointment. See Table 5. The minimum base salary range for this position is $112,500-$297,200. This position includes membership in the health sciences compensation plan which provides for eligibility for additional compensation.

UCSF Center for Translational and Policy Research on Precision Medicine (TRANSPERS)

TRANSPERS was founded in 2008 and has grown into a one-of-a-kind, globally recognized research organization focusing on developing high-quality and high-impact research on the translation of precision medicine into clinical care and health policy. We focus particularly on health insurer coverage, economic value, evidence base, stakeholder perspectives, and policy implications. Since its beginning TRANSPERS has been continually funded by the National Institutes of Health via a Program Project Grant (P01) and several R01s, as well as other sources. TRANSPERS is located in the Department of Clinical Pharmacy in the UCSF School of Pharmacy, which is a world-renowned school that has led in NIH funding among pharmacy schools for 43 years.

UCSF IHPS

IHPS is a University of California Organized Research Unit dedicated to improving the health of all through evidence-informed policy. We are an interdisciplinary group of researchers who seek to improve health and transform healthcare in America by working across competing interests, collecting evidence, informing policy, and improving practice. Our researchers work across disciplines, championing improved health and better healthcare by generating, sharing, and advocating for new evidence with practitioners and policymakers who can put it to work. This work is facilitated by being based at a health sciences campus focused on graduate-level education, science, and community engagement. We are the administrative home of 13 faculty and our campus-wide network includes more than 20 additional core faculty and more than 150 affiliated faculty and staff with backgrounds in anthropology, dentistry, economics, epidemiology, ethics, journalism, law, medicine, nursing, political science, public health, public policy, sociology, and other disciplines. Our areas of research include patient experience and quality of care, health equity, social determinants of health, healthcare value and economics, access to care and insurance, healthcare workforce, aging and long-term care, informatics and digital health, child and adolescent health, industry influences on health, substance use and mental health, gender and reproductive health, behavioral factors and health, and environmental effects on health. Faculty teach in the Institute's Master's Degree in Health Policy and Law program, in degree programs in other UCSF departments, and in the UCSF professional schools.
