The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to military services and COCOMs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

SPA has a near-term need for a Military Operations Planner/SME to provide onsite support in Alexandria, VA.



Responsibilities

The candidate will provide analytical, technical, and administrative support for day-to-day activities to include CWMD planning and operational expertise, organizational policy and planning development and project/program support, and technical support specific to each of the CCMD's respective regions, to include information, advice, alternative analysis, evaluations, and recommendations. Provide joint planning support for campaign and contingency plans to counter and deter WMD and emerging WMD threats, including countering WMD; counter proliferation; pathway defeat; nuclear deterrence and employment; and theater conventional nuclear integration/conventional support to nuclear operations methodologies and related expertise to the CCMDs, the Joint Staff (JS), and other DoD Components. Advise and assist in development of internal plans, supporting and implementation plans to OSD, CCMDs, and JS priority strategies and plans, and to the Agency strategy. Develop OPORDs, planning orders, commander's estimates, and war gaming products (i.e., briefings and supporting documents), or other planning products. Provide nuclear, biological, chemical, and radiological planning and operations expertise, expert advice, and briefing support. Provide theater nuclear planning expertise. Review and assess national and DoD guidance (e.g. NSS, NDS, NMS, CPG, JSCP, Nuclear Weapons Employment Policy (NUWEP), etc.) to ensure policy integration into DTRA strategy, supporting plans, and procedures. Provide expertise on the Adaptive Planning and Execution System to ensure planning products and processes comply with approved procedures. Provide Risk and Opportunity Analysis, interdisciplinary and analytical capability support to enable the Agency to analyze complex issues/problem areas for CWMD Community of Interests (COI), CCMD, and DoD Components. Support the development and coordination of associated administrative documentation, coordination, and delivery of read-ahead packages and briefings. Support contingency response and exercise execution as needed.

* Travel is expected ~25%.



Qualifications

Required:

    15 years of experience and a BS/BA degree, or a Master's Degree and 10 years of experience.
  • Knowledge in Countering Weapons of Mass Destruction (CWMD), including planning support and assessments
  • Demonstrated experience leading CWMD planning cells.
  • Active Top Secret clearance.

Desired:

  • Master's Degree.
  • Experience of and knowledge with nuclear operations.
  • Experience working with CENTCOM, STRATCOM, SOCOM, EUCOM, or INDOPACOM J5.
  • Developing strategies and assigning program guidance.
  • Experience with global CWMD plans.
  • Supervisory experience.
