Information Technology Specialist

Job Duties:

The Information Technology Specialist shall assist military and government service personnel in the preparation, and execution of the training/exercise event. The Homeland Response Force (HRF)/Chemical, Biological, Radiological, Nuclear (CBRN) Enhanced Response Force Package (CERFP) and Defense CBRN Response Force (DCRF) Observer Controller/Trainer (OC/T) Team requires exercise support service Information Technology/Network Management subject matter expertise to enable HRF/CERFP and DCRF Technical Support Forces (TSF) training and evaluation mission capability within the team. Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop TSF unit Information Technology/Network Management skills. Planning and coordination may include unit or venue specific visits, including planning meetings and Site Surveys.

Information Technology Specialist will prepare digital, VHF, UHF, satellite communications plan. Sets up the communications and digital network for the operations. Conducts liaison with the Incidents Commanders staff to establish uninterrupted communications links and maintain communications data exchange for all members of the WMD-CST. Monitors maintenance and operations status of communication equipment. Ensures the WMD-CST Commander has communications assets to provide command and control of WMD-CST personnel. Ensures the entire WMD-CST has continuous communications during all missions to include; threat detection, identification, and sample collection. During a response to an incident, establishes an electronic Reach-back link between the units for technical or logistical support. Maintains interoperability with civilian and government ICS networks. Ensures WMD-CST recall communications equipment (cellular phones, pagers) are maintained in a 100 percent readiness status. As required, provides communications systems readiness reports. Serves as the communications frequency manager for the WMD-CST. Ensures needed communication supplies and equipment are available. Operates WMD-CST communications, Reach-back systems and information management equipment within the command post. Serves as a WMD-CST point of contact for communication equipment/issues. Encrypts WMD-CST voice and digital communications. Writes the WMD-CST communications SOP. Uses mitigation, preparedness, and response and recovery approaches to maximize survival of life, preservation of property, and information security. Investigates and analyzes relevant response activities and evaluates the effectiveness of and improvements to existing practices. Tests, implements, deploys, maintains, reviews, and administers the infrastructure hardware, software, and documentation that are required to effectively manage CST network resources.

Required Qualifications:



  • Be proficient in the use of the communications equipment and networks used by Weapons of Mass Destruction (WMD) Civil Support Teams (CST), CERFP, HRF, DCRF, & Command and Control CBRN Response Element (C2CRE) units.
  • Possess and be able to maintain required access to classified material at the secret level.
  • Possess a Security Plus (S+) certification,
  • Possess a Network Plus (NW+) certification.
  • Possess Hazardous Material First Responder Operations Level certification. First responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:

    • Knowledge of the basic hazard and risk assessment techniques.
    • Know how to select and use proper personal protective equipment provided to the first responder operational level.
    • An understanding of basic hazardous materials terms.
    • Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.
    • Know how to implement basic decontamination procedures.
    • An understanding of the relevant standard operating procedures and termination procedures.
