Job Summary

As part of the procurement function, the Contract Portfolio Specialist provides expertise and consistency to the supply chain department with all contracting. He/she oversee the creation and maintenance of contracts, including development of specific standards for bidding and submission, contract negotiating, document management, vendor performance and compliance, coordination of business reviews, rebate management, and contract customer service with supply vendors. The Contract Portfolio Specialist's role in the contract development process requires close collaboration with various departments, including but not limited to clinical operations, business operations and finance.

Job Description

Essential Functions:

  • Oversees organizational contract development and management activities and serves as primary organizational contact during contract negotiations
  • Collaborates with legal counsel and other experts to review all supply and equipment contracts to ensure terms and conditions of each contract are acceptable, stated accurately, and are adhered to by all parties
  • Develops and manages protocols concerning contract negotiations, requests for proposal, and product and vendor selection
  • Ensures objective and structured assessment of vendor bids through appropriate involvement in the contracting process
  • Gathers claims data, wholesaler purchasing reports, hospital system data, and any other relevant benchmarking databases to effectively negotiate supply pricing and other contract terms to achieve best value
  • Analyzes current supply claims, purchasing data, and contract terms to identify standardization and other best value opportunities; recommends process improvements to leadership
  • Coordinates with geographic partners or other group purchasing organizations to achieve the highest level of financial benefit. Works to form additional mutually beneficial purchasing partners or affiliation relationships and provided guidance to other with contracting
  • Develops standards for contracts, including presentation of budget, payment terms, general language and provisions
  • Prepares the overall supply budget. Assists other areas as they develop their budgets, keeping within spending limits of the overall budget
  • Acts as a liaison between clinical staff, vendors, and any other stakeholders
  • Collaborates with departmental leadership to continually monitor vendor performance, ensure each department's supply needs are fulfilled, and develop initiatives to streamline the procurement process
  • Complies with all federal and state regulations concerning vendor contracts and maintains a professional working relationship with vendor representatives
  • Adheres to the code of conduct, hospital mission and value statements, and all other facility policies and procedures

Additional Requirements

Required:
Education - Bachelors degree in Business or Healthcare Administration; Or equivalent combination of education and experience can be considered to satisfy the bachelor's degree requirement

Preferred:
Experience - 3+ years of Business Administration Experience; 5+ years of Supply Chain Management Experience
Education - Masters degree in Related Field

Physical Requirements:
Sedentary work - Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
