Position Overview


Primary Purpose of Position
This position serves as the University's Export Control Officer ( ECO). The ECO is responsible for ensuring compliance with all applicable export control regulations, including but not limited to those established by the U.S. Department of Commerce, U.S. Department of State, and U.S. Department of Treasury. The Export Control Officer will work closely with the various university departments to identify potential export control concerns and develop mitigation strategies. The ECO will also work with Human resources with the hiring process of foreign nationals.
This position will also serve as the Research Security liaison working closely with IT to create/maintain a research security program. In addition, this position will work closely with our Director on COI issues.

The Compliance Officer will perform other duties as required. This position reports to the Director of Research Compliance and Ethics in the Division of Research and Economic Development.

The ECO will develop and maintain an export control compliance program that aligns with regulatory requirements and institutional policies. Provide guidance and support to faculty, staff, and students on export control regulations and compliance requirements. Ensure compliance with the International Traffic in Arms Regulations ( ITAR), Export Administration Regulations ( EAR), the Office of Foreign Assets Controls ( OFAC) regulations, and other import/export laws. Conduct internal audits and assessments of Institutional processes and procedures to ensure compliance with export control regulations. Manage the university's export control license applications, including drafting and submitting license applications to regulatory agencies when applicable. Monitor and track shipments of controlled goods to ensure compliance with export control regulations. Maintain accurate and up-to-date records related to the university's export control activities. Serve as primary point of contact for regulatory agencies regarding export control matters. Stay current on changes to export control regulations and advise management on potential impacts on the university's operations. Provide export determinations on the classification and jurisdiction of technology, products, materials, equipment, and software for international shipments and deemed exports. Conduct self-assessments and incorporates risk assessment measures to ensure the continued integrity of the export compliance program.

In addition, the ECO may be called upon to assist with the Implementation and management of a new research security program. Assist with the development and facilitate technology control plans (TCPs) as needed and conduct monitoring of implemented technology control plans. Maintain facility clearance records. File and maintain necessary registrations, including but not limited to DD254, DDTC, etc. Assist with responding to requests for assistance/information from external cognizant security agencies. Assist with the coordination efforts between different departments and stakeholders. Assist with ensuring compliance with requirements for research security program, as required by, but not limited to, the National Security Presidential Memorandum 33 ( NSPM-33), CHIPS (Creating Helpful Incentives to Produce Semiconductors) & Science Act, and the NDAA (National Defense Authorization Act, annually updated), as well as regulations that have been adopted by Federal agencies related to these and other requirements. Collaborate with other University employees to ensure campus compliance with the research security program.

Lastly, the ECO will work with HR, legal and international affairs in processing applications for the hiring of foreign nationals and international travel of our faculty, staff, and students. Performs other related duties as needed. This position reports to the Director of Research Compliance and Ethics in the Division of Research and Economic Development.
Primary Function of Organizational Unit
The Division of Research and Economic Development ( DORED) manages N.C. A&T's research enterprise. DORED provides services to faculty and student researchers, to current and potential research partners, funding agencies, and economic development agencies.

Minimum Requirements

  • Master's degree with a minimum 2 years of experience in research compliance and/or managing Export Controls, or related professional experience; or bachelor's degree with a minimum 5 years of experience in research compliance and/or managing Export Controls, or related professional experience
  • Demonstrated experience working effectively with personnel, government and members of the research community
  • Excellent verbal and written communication skills and the ability to respond effectively to confidential inquiries
  • Excellent organizational skills
  • Knowledge of immigration requirements and information security
  • Ability to read and apply information from regulatory and legal resources such as laws, statutes, and other legally binding resources.
  • Ability to work independently and as part of a team 'Attention to detail and ability to manage multiple tasks simultaneously.
  • Intermediate word processing and spreadsheet programs skills, intermediate data and information management skills

Preferred Years Experience, Skills, Training, Education

  • Knowledge of U.S. trade controls, including International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Asset Control (OFAC) regulations, to provide analytical support to ensure compliance with internal policies and federal regulations.
  • Sufficient understanding of technology and the CCL and USML to work with investigators and technicians in making accurate technology classifications and licensing determinations.
  • Skilled word processing and spreadsheet programs, intermediate data, and information management, use of electronic Research Administration System (eRA)
