Summary

Critical position responsible for increasing the quality of development in the City of Garland by providing professional landscape architecture services. While the position will be responsible for important tasks throughout the development process, a significant amount of discretion will be provided to enable the position to meet the overall objective of promoting quality development. Responsible for providing plan review, inspections, expertise and guidance on landscaping, tree preservation, downtown urban design standards, and streetscapes, to create a better built environment. The position will provide responsible staff assistance to other divisions, departments, outside agencies, and the general public. Coordination of project management information to other divisions, departments, outside agencies, and the general public.

Salary

$57,574 - $74,859

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Participate as a key voice in the land development process, primarily reviewing landscape plans and tree management/mitigation plans. Participate in pre-submittal meetings, technical review and manage development applications in order to prepare recommendations and guidance to applicants.

  • Review and monitor construction projects to ensure compliance with plans and quality standards

  • Lead and attend meetings throughout the construction process, including pre-construction through close-out

  • Research, analyze and provide information or recommendations for changes to amendments, codes, ordinances and procedures or the initiation of new studies and programs.

  • Review submitted development plans and requests for compliance with City requirements and approve as appropriate.

  • Prepare and present Planning Reports to Plan Commission, City Council, and other boards as required.

  • Collaborate with other departments, such as Neighborhood Vitality and Engineering Department, by providing landscape design and review services on staff-initiated projects, matching grants, and other neighborhood-level projects.

  • Perform special projects as assigned.

Minimum Qualifications
  • Bachelor's degree in Landscape Architecture from a college or university with an accredited Landscape Architecture program

  • 3 years related experience

  • Licensed to practice as a Registered Landscape Architect in the State of Texas; or must obtain a license to practice in the State of Texas within one year of hire

Preferred Qualifications Education/ Experience:
  • Bachelor's degree in Landscape Architecture from a college or university with an accredited Landscape Architecture program

  • 5-7 years of experience in planning, designing and implementing landscape architecture projects

Knowledge, Skills & Abilities:
  • Knowledge of the principles, theories, and practices of landscape architecture as they relate to project development from schematic site design through coordination of construction and warranty periods

  • Strong knowledge of construction processes, materials, and ADA regulations

  • Strong ability to review and analyze full construction plan sets, expertise in identifying design issues

  • Knowledge of natural and environmental characteristics of the site to include soils, topography, grading, drainage and vegetation

  • Knowledge of trees and plant materials and their use in sustainable planting and design * Ability to utilize software such as AutoCAD in generating drawings, Adobe Suite, Bluebeam, and Microsoft Office including Word, Excel and Outlook

  • Ability to communicate clearly and effectively, both verbally and in writing

  • Ability to read, write and understand construction drawings, design documents and specifications

  • Ability to apply landscape architecture design principles and conservation practices to general park development and recreational facility planning

  • Ability to work collaboratively and communicate effectively with other departments, public officials, citizens and staff members

  • Ability to adjust to dynamic project priorities and manage multiple projects simultaneously.

Licenses and Certifications

Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works mostly in an office-type environment, relatively free from exposure to unpleasant environmental conditions and/or hazards. Occasional work will be performed outside or with exposure to risk. May be exposed to extremes of heat and cold, rain, humidity, insects, noxious odors, fumes, and physical stress from exertion and lifting. Exposed to physical exertion such as bending, lifting, stooping, reaching, pulling, and pushing. Ability to lift up to 25 pounds.
