The Management Analyst III position conducts statistical analysis and data visualization; manages projects; performs project research; facilitates discussions; conducts program evaluations; performs process improvement activities; designs surveys; prepares reports; and makes presentations.

Minimum Qualifications

* Bachelor's Degree in policy analysis, public administration, political science, quantitative or statistical analysis, or a closely related field; AND Four years of full-time paid work experience related to policy analysis, evaluation, quantitative methods, or process improvement.
OR
* Master's Degree in policy analysis, public administration, or closely related field; AND Two years full-time paid work experience related to planning, policy analysis, evaluation, quantitative methods, or process improvement.
OR
* An equivalent combination of education and work experience, as noted above, to total eight years.

PREFERRED EDUCATION BEYOND MINIMUM QUALIFICATIONS:

  • Master's degree in a field mentioned above or a closely related field.


Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Conducts advanced level research, policy analysis, data analysis, process improvement, and program evaluation studies.

2. Prepares reports recommending solutions or alternatives for action related to assigned research and analysis.

3. Leads projects that involve other staff, to include developing and managing a project scope and work plan, delegating tasks within that work plan, coordinating efforts, and consulting on processes and findings.

4. Serves as a liaison with other Departments and Divisions as well as external partners, as appropriate, and serves as a back-up to Office of Performance and Analysis (OPA) Manager in similar functions.

5. Prepares and delivers presentations to staff, division heads, department directors, elected officials, and community organizations.

6. Respond to ad hoc requests for analytical support or facilitation from County leadership or Departments/Divisions.

WORK ENVIRONMENT: Dakota County aims to create an environment that is welcoming and inclusive of diverse people, backgrounds, and experiences. Work is primarily sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday or in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports.

LOCATION & SCHEDULE: This is a hybrid position that offers a mix of telework and in-person work at our Administration Center in Hastings, MN. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).
